The 62 is the set point if the ac doesn't make the set point its usually too small for the room or there is some thing wrong with it, is the compressor running constantly as in its trying to get down to its set point. 62 is freezing cold you will waste a huge amount of electricity don't complain when you get your power bill.

if its the room thermo stat for the heating ole mate is talking about the heater and AC are fighting each other if its hot surely the heater is off? Some of the slumlords Ive done work for would kick you out of the building if you cooled your apartment to 17 degree celsius they pay for the power is why.

You might have a faulty room thermostat. Many times dirt buildup around the inner components will not accurately reflect the correct temperature.
